I think you already see some of this happening with competition and tax breaks for digial nomad visas . Greece has 1/2 tax for example for 7 years or something like that. Lots of other examples

No but even if you dont and want to be distributed all over the world. Each nation state will still fully control its citizen no matter that the network state wants. I think some people have some up in the air anarchisitc thinking it will lead to "We do what the F we want" and it will never happen in current system.
i tell people the right play is to be somewhere physical nice, you can go to the beach whatever and then your real work/intellectual life is on the interwebs
physical states become service providers and compete on physical services vs tax ratios. passports and identities then shift to the network states. in much the same way counties or states within a jurisdictional block (ie the US) do now (compete on tax vs services and security) .

Sure. It can do great things and come close to a real state. Mostly referring to if you start to threaten nation states in any different way it likely will have consequences. But if you play withing the "rules" you can accomplish a lot.
